How Gujarat builds the rate up

Gujarat charges a single headline rate on the whole consideration — 4.9% — rather than the value bands used further south. Gujarat — 4.9% duty. Registration is waived for a sole female buyer; that is not modelled here.

The registration fee at 1% of the same value is a separate levy on top, which is why the total lands above the headline duty rate. Together that is about 5.90% of the agreement value, in cash, on registration day.

Pinly does not model a cess or a surcharge here, because the state schedule this figure was taken from does not carry one. Where a local body levy does apply — and municipal corporations do add them — the real bill will be higher than this page says. That is one more reason to confirm with the sub-registrar.

Guidance value: the trap in a negotiated discount

The state publishes a guidance value — sometimes called the circle rate or the ready reckoner rate — for every survey number, and duty is calculated on the higher of your agreement value and that guidance value. If you negotiate a price below guidance, you still pay duty on guidance. If guidance was revised upward after you agreed a price, the same thing happens.

Look the figure up for the exact property, not the locality average, before you finalise your cash plan.

What else lands on the same cheque

Stamp duty and registration are not the whole of the “extra” cost. GST applies to under-construction property as a separate central levy on the agreement value — 5% on a home, 12% on a commercial unit — and does not apply to a completed home sold after its occupancy certificate. Legal and documentation charges are usually a few tens of thousands. Brokerage, if any, is on top. And the developer’s own components — preferred-location charges, floor rise, car parking, club membership and a refundable maintenance deposit — sit inside the agreement value or beside it, depending on the builder.
